BMI has extended its forecasts to 2018 in the Q214 update to the Central America report, with our expectations indicating that growth will slow down towards the back end of the period. The Central American region is characterised by a heavy government presence in the telecoms market through stateowned companies. Regulatory authorities may lack independence and this can negatively affect competition in the industry or put it under further state control, such as Nicaragua's planned new internet laws. As growth begins to slow down in the region, governments are interested in boosting competitiveness by adding new players, divesting themselves of their state-owned entities and introducing number portability. Many markets have well over 100% penetration and new methods are needed to grow low average revenue per user (ARPU) levels by deploying higher-value services.

Although modest subscription growth was seen in the mobile and broadband markets in 9M13, mostly on the back of promotions connected to bundled service products, revenue and profit growth is mostly in the negative. This is due to increased price competition caused by operators' responses to the changing regulatory environment, the most recent of which affect the broadband and pay-TV sectors. These changes do not favour some of the smaller fixed-line businesses and mobile network operator Mobistar has withdrawn from the fixed-line market in protest. Mobistar, in any case, is now looking to 4G mobile broadband after 800MHz spectrum was auctioned in November 2013. Mobistar, Proximus and BASE all secured spectrum and, while new entrant b-lite began offering limited app-based 4G services in Q413, fellow newcomer Telenet-Tecteo has yet to make its move, incurring the ire of the regulator for failing to meet launch deadlines. Although non-voice service usage is ticking up, price competition means its contribution to service revenues remains small.

The Turkish telecommunications market is a relative outperformer compared with its regional peers. There was strong growth in fixed and mobile broadband subscriptions, as well as pay-TV subscriptions in 2013. The mobile market is more volatile, however, with IP voice and messaging substitution beginning to take hold and putting pressure on revenues. The largest operators - Turk Telekom and Turkcell - are responding with an increased emphasis on fixed-mobile service bundles, with TV central to those offerings. The Philippines telecoms market is somewhat limited by low consumer incomes. However, with large subscription growth opportunities, operators continue to grow rapidly, as their strategies remain focused on building subscriber bases. Over the medium term, we believe that operators may face difficulties transitioning to strategies that focus on increasing revenues from new services, such as fibre and LTE broadband. There is still growth potential, with penetration only just over 100%, leaving operators some time before pressure will build on their existing strategies. An additional factor which should insulate operator financial performance is that the shared ownership of two of the market's operators has yet to have a negative impact on pricing for subscribers. However, BMI sees the potential for long-term implications from reduced competition.

The picture for the development of the telecoms markets in Bulgaria continues to be mixed. The mobile market has benefited from the investment of Telenor, which should spur competition and raise standards. However, the penetration rate is already high, leaving little prospect for growth. Meanwhile, ARPUs have declined steeply as a result of cuts to mobile termination rates by the CRC. Switzerland's high income status and demand from local consumers for the latest technologies has made it one of the highest value per capita telecoms markets in Western Europe and globally. This has driven investment by operators in infrastructure, with the incumbent Swisscom investing in fibre, while it also launched LTE in 2012. Sri Lanka's telecoms market is mature when compared with its regional peers: penetration rates are high, 3G licences were first available in 2007 and, by mid-2013 two Sri Lankan operators had launched 4G LTE services with more launches expected in the near future. Sri Lanka is also seeking to improve speeds in the wireline market, with a national broadband network strategy taking shape as the government aims to facilitate internet access.
